Nagruk Harcharek, President & CEO
Nagruk was born and raised in Utqiaġvik, Alaska. His parents are Jana Harcharek and the late Bob Harcharek. His most important education came from his training as a hunter, fisher, and whaler and he often skipped formal school for the opportunity to provide for his family and community. He graduated from Barrow High School and attended Honolulu Community College and Embry Riddle Aeronautical University, where he obtained an Associate of Science in Small Vessel Fabrication and Bachelor of Science in Commercial Aviation, respectively. He worked as a commercial pilot for three years in western Alaska before joining Ukpeaġvik Iñupiat Corporation (UIC) in 2013. During his nine years at UIC, Nagruk served as General Manager for UIC Science, served as the Director of Barrow Operations and Vice President of Lands, served as Operations Manager for UIC Construction, and served as Vice President of Arctic Development and Private Equity. He also served for six years on the UIC Board of Directors. He joined VOICE in 2022 as President & CEO. Most of his professional life has been dedicated to giving back to the communities and people that raised him. He and his wife Lisa have three children.
Kate Wolgemuth, Government Affairs Director
Kate was born and raised in Anchorage, Alaska. She holds a Bachelor of Arts with a double major in Political Science and History from Colgate University. Prior to joining VOICE in March 2023, Kate worked for U.S. Senator Dan Sullivan as his Senior Rural Advisor based in Anchorage and as a Legislative Assistant in Washington D.C. initially joining his office in 2015.
Katie Mumford, Project & Executive Operations Coordinator
Katie was born in Utqiaġvik and raised in Fairbanks, Alaska. She earned her Bachelor of Arts in Political Science from the University of Alaska Anchorage. Her work experience includes Stakeholder Relations at UMIAQ Environmental LLC and Shell Alaska Exploration in addition to field experience in Prudhoe Bay, Point Thomson, and Kupurak. Prior to joining VOICE in 2018, Katie worked at the Federal Aviation Administration district office in Anchorage.
Kuutuuq Danner, Communications & Community Engagement Associate
Kuutuuq was born in Hawaiʻi and raised in Utqiaġvik, Alaska, and is grounded in strong community values centered on service, stewardship, and connection to her people. She graduated from Barrow High School in 2018 and was actively involved in youth outreach and community engagement, including serving as a volunteer assistant basketball coach at her alma mater. Her introduction to advocacy began through her work with the North Slope Borough Mayor’s Youth Advisory Council, where she witnessed firsthand the lasting impact of meaningful community involvement. Prior to joining VOICE in 2026, Kuutuuq worked at Arctic Slope Regional Corporation (ASRC) in 2025, where she developed a strong foundation in community-focused work and rediscovered her passion for serving North Slope Iñupiat communities.
